Asilla Inc. (Headquarters: Machida, Tokyo; CEO & COO: Takeshi Onoue) announces its selection as the technology provider for the Street Drinking Countermeasure Project, a public-private partnership launched by Shibuya Ward and the Shibuya Innovation Institute (SII). Asilla will contribute to creating a safe and secure Shibuya through its proprietary behavior recognition AI technology.
The area around Shibuya Station has faced an escalating street drinking problem, not limited to specific periods like Halloween or New Year's Eve, but resulting in ongoing issues such as littering and noise. In response, Shibuya Ward enacted an ordinance in October 2024 prohibiting year-round drinking in public spaces including streets and parks. However, street drinking persists, requiring nightly patrols to request voluntary compliance.
Traditional human-based monitoring and warnings faced challenges in accurately gauging the situation and responding promptly. In March 2025, Shibuya Startup Deck issued a public call for startups with cutting-edge technology solutions, and Asilla was selected.
In this project, security cameras will be installed on street lights around Shibuya Station, and Asilla's behavior recognition AI will detect loitering and congregation of street drinkers. Detected information will be shared with patrol teams in real time, enabling rapid response and aiming to reduce street drinking while improving security operations efficiency.
This project is led by Tokyu Corporation as the representative company, with NTT East Tokyo South Branch as the sponsoring company. As the selected startup, Asilla will leverage Tokyu's regional network and NTT East's ICT capabilities to promote new standards for urban social issue countermeasures in smart city and SDGs domains.
